 Throughout history, Arizona has been known as a transshipment state for cocaine that is then distributed thought the United States.

Mexican black tar heroin and brown powder heroin are frequently encountered in Arizona cities like Phoenix, Tucson, Mesa, Tempe and Chandler. Throughout 2004, the price of heroin in the Phoenix Metropolitan Area decreased by approximately 40 percent, which indicated an abundance of available heroin.

During the last 2 years, purity levels of retail level heroin have increased approximately 7 percent. A current trend encountered by the Phoenix Division is the increasing presence of heroin in our public schools. Over the past few years, Arizona has been witnessing a steady increase in the abuse of Oxycontin. Oxycodone products are opiate agonists, like heroin and methadone. Of these, Oxycontin is heavily abused because it is available in high dosage and when ingested, it produces an intense high similar to heroin.

Methamphetamine is another commonly abused drug in Arizona. There are two types of methamphetamine available throughout Arizona; Mexican-produced and locally produced methamphetamine. Mexican-produced methamphetamine is the most predominant type encountered in the state and is frequently smuggled across the Southwest Border (SWB) where it transits through Arizona.

The locally produced methamphetamine originates from independently owned and operated laboratories that are responsible for yielding small quantities for local consumption. Both threat areas impact Arizona’s borders, cities, and suburbs and each pose their own unique challenge to law enforcement and our communities. Arizona serves as a major distribution hub, staging area, and transshipment point for Mexican methamphetamine smuggled across the SWB destined for domestic cities throughout the U.S., specifically Midwest cities.

Due to the increased availability of drugs, many more Arizona teens are in trouble with addiction... "Anything you want, anytime you want, anywhere you want" says 16-year-old Stephanie Riddle

"You can't believe how easy it is to get anything, It's way too easy," said Eric Doxey, 18. "People talk about it like it's nothing."

These were two teens interviewed, they suggest that drugs and alcohol are easy to get in Arizona.

There are reports that some teens sell drugs out of their lockers, other sell it out of their cars.

"I am absolutely amazed at the exposure that teenagers have to drugs. It flabbergasts me," said Ray Wahl, who supervises juvenile courts for the state of Arizona. "It's got to be a really strong-willed kid who really has a strong set of values to be able to withstand some of the stuff that's around him."

In 2004, the statewide number of delinquent referrals to juvenile court was about 35,000, Wahl says.

In 2008, that number dropped to about 33,000, following a downward trend that began in 2006.

But now that trend is reversing. About 34,000 Arizona young people were referred to the juvenile court system in 2009, Wahl says.

These numbers reflect the drug and alcohol problem Arizona is experiencing. One of the best ways to stop this problem is to get the person away from the scene, where they can relapse.

There is a direct correlation between referrals to juvenile court and the number of "at-risk" kids in the community. And today, there are a growing number of at-risk teenagers in Arizona.

About 70 percent of the youngsters involved in the juvenile court system on a regular basis have a substance-abuse problem.
